While Democrats control the Senate and White House, Speaker Johnson will be limited on the climate damage he can do in the House. And Republicans will need a trifecta in 2024 to meaningfully unravel any of the acts mentioned above.

In last night's GOP debate DeSantis said, "[on day one] I’m taking all the Biden regulations, the Green New Deal, ripping it up and throwing it in the trashcan where it belongs." A Republican president would be able to rollback Biden's 12/8/21 executive order on federal government energy targets, but without Republican control of both chambers of Congress, they won’t be able to do much else, beyond their own executive orders.

With their constituents benefiting, rolling back CHIPS, IIJA, or IRA, will be as difficult as previous Republican efforts to repeal the ACA. The more perilous course may actually be the courts.
